  1. THE MIND WARS, February 2074: Capsule   
  2. history:

  4. The Mind wars began, as so many did in  
  5. the late 21st century, as a personal    
  6. vendetta between two managerial         
  7. families. The Genetic Diversity Act of  
  8. 2030 was still in force, but ethnic     
  9. groups maintained hostilities in spite  
  10. of it. Perhaps the Act made things      
  11. worse; certainly the world had been on a
  12. homogenization trend for several decades
  13. before the Act passed the Council, a    
  14. trend which the Act appeared to reverse.

  16. The vendetta was registered in Cyprus.  
  17. It was just one of thousands of         
  18. registered vendettas that winter,       
  19. monitored, regulated, and refereed by   
  20. Central Processing. A Greek family name 
  21. Nychtides had challenged a Turkish      
  22. family named Chakale on grounds of      
  23. failure to pay bride price. In truth,   
  24. the Turk had manipulated the database to
  25. squeeze out the Greek head of family    
  26. from a lucrative managerial channel, and
  27. the bride-price failure was only the    
  28. pro-forma excuse. Such things were      
  29. common and quite legal, since minimal   
  30. neurophage violence was considered a    
  31. reasonable outlet and alternative to the
  32. kind of disaster the Burma War had been.
  33.  
  34. This time something was different. The  
  35. Nychtides family had developed a twist  
  36. on the NP weapon that did more that     
  37. produce temporary disorientation; it    
  38. induced, permanently, a new form of     
  39. genetic disease, a complete loss of     
  40. will. Med10 named it Genetic Aboulia    
  41. Disorder, for a DNA-programmed loss of  
  42. will.                                   
  43. The Chakale family was quickly          
  44. decimated. Unfortunately another Turk   
  45. family took a hit, and declared a       
  46. vendetta against the Nychtides, who     
  47. retaliated in turn. Soon all Cyprus was 
  48. in a state of seige, and the ENC cops   
  49. were ineffective against this new       
  50. weapon, which destroyed the first       
  51. contingent sent in.

  53. No shields were effective. The war      
  54. spread rapidly to widely scattered      
  55. outbreaks as families here and there    
  56. acquired the new technology and used it 
  57. to gain temporary advantage. It flared  
  58. and died down several times for the next
  59. twenty years, gradually evening out over
  60. the globe to a dull melancholy pain in  
  61. the social structure.  Without heroic   
  62. life-support intervention, victims of   
  63. GAD died of starvation; even then they  
  64. often pulled the plug on themselves.
